Many old and dilapidated buildings in Mumbai are being rented out at very low rents due to the Rent Control Act. Consequently, owners don't have enough money to repair or maintain the buildings. To address this issue, the Maharashtra government implemented the Urban Development Department's Development Control and Promotion Regulations (DCPR 2034) in 2018. Regulation 33(7) of these regulations specifically governs the redevelopment process of Cessed Buildings (built before 1969) in Mumbai. In this video, we'll explain in simple terms what 33(7) Redevelopment is, what benefits tenants and developers receive, and how the entire redevelopment process works. 📌 Key Points for Section 33(7) Redevelopment ✔ Applicability (Where Applicable) Cessed Buildings in Mumbai Island City Old Municipal/Police Buildings Buildings constructed before September 30, 1969 ✔ FSI and Incentives Basic FSI: 3.00 or Rehabilitation FSI + 50% Incentive FSI (whichever is higher) ✔ Composite Redevelopment If 2 to 5 plots are redeveloped together, the incentive FSI can increase to 60%. ✔ Tenant Area Calculation MHADA certifies the tenant's area, adding proportionate common areas such as: Balcony Passage WC/Bathroom Staircase After this: Certified Area + 5% Surplus goes to the tenant. Builder may also provide an additional 20%–35% fungible area. ✔ Tenant Benefits Minimum 300 sq. ft. carpet area Maximum up to approximately 650 sq. ft. (after additions) ✔ Redevelopment Process 1. Obtaining NOC from MHADA 2. Consent of at least 51% of tenants 3. Developer appointment 4.
