I have tried 2 different VCRs and cleaned the heads, but the tape was simply too damaged already. The upscaling algorithms that I use also happen to amplify the issues even more. Technically you can just airbrush it in After Effects, but I don't have time or energy for that. However quality-wise, I don't believe you can squeeze out any more than this. For purists, this is not 50 FPS because SeedVR2 is very buggy and raw. It kept crashing at 50 fps. It may have been possible with 48+ GB Vram cloud computer, but that costs money. This version cost me about 30-40 euros in total and a lot of time. So try to appreciate it.
