Illegal Catfish Bait? What Every Catfisherman Needs to Know

Kayak Catfish uses crappie heads for catfish bait, and contends that this is legal in Tennessee. Facebook fisherman J.R. Cochran claims it is illegal to use crappie heads as catfish bait in Tennessee, and he says that if you catch a catfish with the bait it makes you a poacher.
