Secret business in the USSR began to flourish in the early 1960s. Leonid Brezhnev led the country, and Yuri Andropov headed the KGB. As is well known, private business was impossible in the Soviet Union, but there were enterprising individuals with proactive stances, raw materials, and connections to the top brass. They managed to organize the illegal production of goods that were in great demand among Soviet citizens. During a period of shortages, these "entrepreneurs" became the richest people in the USSR. This entire underground business was covered up by the police. In the 1970s, Yuri Andropov became General Secretary, pitted against Interior Minister Nikolai Shchelokov. The struggle for power and spheres of influence escalated into a serious struggle, severely damaging the well-established schemes of thieves and corrupt officials. Soviet mafiosi went underground and began operating under the cover of the state apparatus. People believed that if someone worked at a meat-packing plant, they would always have an abundance of meat products at home.
