Silo Season 3 Episode 4, "Whatever You Do, Don't Go Home," explained: someone the Algorithm trusts is lying to it. This is the hour the silo's own watchers start deceiving the machine they serve — and the Panopticon that has run Silo 18 for centuries begins to turn inward on itself. In 1791, Jeremy Bentham drew the Panopticon: a prison where a hidden watcher in a central tower can see every cell, so the prisoners, never able to tell when they're being watched, watch themselves. Michel Foucault called it the blueprint of modern control.
