State Committee for National Security: The head of the village administration, who declared his "cleanliness", was found to be involved in a corruption scheme On July 22, 2025, during a working visit to the village of Massy in the Nooken district, the Deputy Chairman of the Cabinet of Ministers - Chairman of the State Committee for National Security of the Kyrgyz Republic, Colonel-General K.K. Tashiev, D. Sadyrbaev, talked with the head of the village administration A. Bekibaev, when asked about his involvement in corruption in the land sector, A. Bekibaev replied: "I have nothing to do with corruption" and "I am ready to be held accountable if violations of the law are identified." However, as a result of the inspection and operational-search activities, numerous facts of corruption were revealed when A. Bekibaev worked in the Dostuk village administration (2019-2024) as a deputy, and then as the head of the village administration. It was revealed that A. Bekibaev, while serving as the chairman of the Standing Commission on Housing, sold municipal land plots to his (affiliated) parties at a reduced price through fake auctions. For example: • A 9,620 square meter plot of land with a market value of 3.8 million soms was sold to an affiliated party for 209,700 soms; • A 325 square meter plot of land was sold to an affiliated party for 171,700 soms. In 2019, the market value of that land was 438,000 soms. In addition, a number of other facts were revealed, including that he bypassed the waiting lists for land and sold land to parties in need of land through fraudulent means, receiving a reward for it. A. Bekibaev was detained as part of a criminal case initiated under Article 336 of the Criminal Code of the Kyrgyz Republic “Corruption” and placed in the pre-trial detention center of the State Committee for National Security. The investigation is currently underway. At the same time, close relations between A.
