Municipalities are the basic entities of the State's territorial organization and immediate channels for citizen participation in public affairs. They institutionalize and autonomously manage the interests of their respective communities. (Art. 1.1 LBRL) The essential and indispensable elements for the existence of a municipality are territory, population, and organization (Art. 11.2 LBRL). According to Art. 12 of the LBRL, the municipal district is the territory in which the city council exercises its powers (Art. 12.1). Each municipality belongs to only one province (Art. 12.2).
