Morocco and Mali have signed 21 cooperation agreements in Bamako — the biggest package of deals between the 2 countries in over a quarter of a century. The Grande Commission Mixte, the official cooperation body between Bamako and Rabat, had not met for 26 years. Now it is back, and it produced agreements covering trade, energy, water, health, agriculture, education, security and more — signed by Foreign Ministers Abdoulaye Diop and Nasser Bourita on July 24, 2026. But the real story is bigger than 21 documents. This deal lands exactly 2 weeks after Mali and Algeria restored their diplomatic relations, and it connects directly to Morocco's Atlantic Initiative — King Mohammed VI's plan to give landlocked Mali, Burkina Faso and Niger access to the ocean through the Dakhla Atlantic port. If that corridor becomes real, the entire strategy of using coastal ports and border closures as pressure against the Alliance of Sahel States collapses.
