Guess who's back? I'm not going to explain in-depth about how these .lua scripts work, partly because I don't want to contribute to them being patched, and partly because I have no idea myself. Simply put, these scripts add special characters to your in-game username that allow you to fake bans/skin drops, as well as add characters to any vote that you call. You can trigger a notification by attacking a teammate OR disconnecting from the game. Disconnecting from the game will show the notification for everyone, meanwhile attacking a teammate will cause the notification to only show for your own team.
