The post states that a plan to build a low-carbon house equipped with solar power and heat pump facilities in Jocheon-ri, Jeju City, has fallen through. The author is appealing through a complaint, stating that although they attempted to install solar power facilities, they were notified that installation was impossible because the local power line capacity is already saturated. The problem does not end there. Under current government guidelines, only homes that have installed or plan to install solar power systems are eligible for heat pump subsidies; consequently, the system is structured so that if solar panels are not installed, access to heat pumps is blocked as well. Ultimately, this effectively means that the opportunity to introduce eco-friendly facilities is blocked entirely due to grid conditions. According to Korea Electric Power Corporation (KEPCO), new solar power installations are impossible due to grid saturation in most areas of Seongsan and Pyoseon, about half of the Andeok, Hallim, and Hankyeong regions, and parts of Jocheon. While grid expansion is underway in these areas, it is expected to take at least three years to complete. Although Jeju Province is accelerating its policy by actively promoting heat pump subsidies, the infrastructure is failing to keep pace. As such restrictions are inevitable as long as the criteria for heat pump subsidies remain contingent on solar panel installation, Jeju Province has belatedly set out to improve the system. They have decided to propose to the government that eligibility requirements be relaxed to allow applications for heat pumps regardless of whether solar panels are installed. They cited the recent restructuring of the electricity rate system, which allows for the operation of heat pumps by selecting the general rate, as the reasoning behind the reduced need for solar panel installation.
