In Quebec, a provincial government reform is angering its two most prestigious English-speaking universities, McGill and Concordia. Undergraduate tuition fees will increase by more than 30% for Canadians from other provinces, while a new tax will be levied on these institutions for each international student. The measure is intended to better fund French-speaking institutions, but it also aims to achieve "linguistic rebalancing," according to the Quebec government.
