The Historical Pact announced that its members of Congress will publicly state their voting intentions on decisions made by the party and its caucus, as part of a strategy of transparency, discipline, and accountability to the public. The decision was communicated on July 19, 2026, by the Provisional National Directorate of the Historical Pact and its caucus in the Congress of the Republic. The group affirmed that strategic matters related to legislative activity, political oversight, the electoral function of Congress, and the formation of the governing boards will be decided in a unified, democratic, transparent, and public manner. This measure will be especially important in the upcoming elections for the governing boards of the Senate and the House of Representatives, as well as in the appointment of magistrates to the National Electoral Council and the Comptroller General of the Republic. The Historical Pact also warned that its Caucus Regulations and bylaws are mandatory. Members of Congress who disregard collective decisions could face disciplinary measures established by the party. Furthermore, the group called on its members to monitor the behavior of its congressional bloc and ensure that its representatives act consistently with the popular mandate. The movement affirmed that it will exercise a democratic, firm, and responsible opposition, defending the progressive legacy of President Gustavo Petro, social reforms, political pluralism, and the rights of the opposition.
