インタビューだけでドキュメンタリーは成立するか？

My first mistake when trying to make a documentary was that it ended up being "just interviews with inserts." I feel I was able to improve that by focusing on "shooting scenes." However, on the other hand, there are many excellent documentaries out there that "primarily use interviews." What makes those works different from "just interviews with inserts"?
