Iraq: Pursuing Minor (Financial) Corruption to Cover Up Major (Political) Corruption What is corruption in Iraq? What are its roots? Are they intellectual, jurisprudential, constitutional, political, or moral? And how can it be eradicated? Many questions arise. Is this a case of using truth for falsehood? Is this campaign a cover-up for political corruption and the violation of Iraqi sovereignty through Trump's pressure to appoint certain individuals and dismiss others? Is the campaign's objective to push through certain political agendas and dissolve the Popular Mobilization Forces (PMF)? Why didn't the judiciary and previous governments dare to combat corruption and arrest corrupt officials? Why are administrative government positions distributed among political parties? Why do various parties refuse to report their funding sources and how they spend their money? What role does the fatwa regarding "unknown ownership" play in encouraging some to illicitly enrich themselves with public funds? Why don't the Parliament or the judiciary hold religious and sectarian institutions and departments accountable? The Root of Financial Corruption in Iraq: Economic Committees There were no official "economic committees" established by the civilian administrator Paul Bremer. Instead, the Coalition Provisional Authority created the Governing Council, which included representatives from various political parties. Subsequently, the political elite adopted the term "economic committees" as an informal label for the economic networks of these parties. This structure allowed these party-affiliated committees to operate in specific areas: 1- Reviewing Ministerial Contracts: Interfering in government deals and investment contracts to impose commissions. 2- Investment and Financing: Investing funds obtained through illicit means in real estate, shopping malls, and private universities as fronts for financing. 3- Parallel Trade: Many politicians and members of these committees engaged in private business, exploiting their political influence. This trend was a direct result of Bremer's economic decisions, which managed Iraq's transition to a free market economy. The most prominent of these decisions were Law No. (39) concerning the privatization of state-owned companies and Law No. (40), which opened the door to foreign banks. On Artificial Intelligence The roots of corruption cannot be eradicated except by establishing a truly democratic system, free from sectarian, ethnic, and partisan quotas.
