After the establishment of Gladio, a period of complicated relations began between the Italian and American intelligence services. While the former desired to maintain the "Stay Behind" system through American funding, the CIA pushed for SIFAR (renamed SID in 1966) to align with the "counterinsurgency" model. During these same years, the Italian intelligence services found themselves in the difficult position of maintaining a balance between integration into NATO systems and the privileged bilateral relationship with the United States in intelligence matters.
