The Kushal Yuva Program (KYP) is a flagship skill development initiative launched by the Bihar Skill Development Mission (BSDM) on December 16, 2016, under the Government of Bihar. Aimed at enhancing the employability of the youth in Bihar, the program targets individuals aged 15-28 years who have passed at least the 10th class, regardless of whether they have pursued or are currently pursuing higher education. The age limit is extended for specific categories: up to 30 years for SC/ST and Persons with Disabilities (PwD), and up to 28 years for OBC candidates. The primary objective of the Kushal Yuva Program is to equip young people with essential soft skills to improve their job prospects and complement domain-specific training efforts in the state. The training provided under KYP includes life skills, communication skills (in English and Hindi), and basic computer literacy. These skills are designed to make participants more competitive in the job market and support their personal and professional growth. The program operates through a network of Skill Development Centers (SDCs) established across Bihar, with a goal to have at least one center in each of the state’s 534 blocks, bringing training opportunities closer to the youth. As part of its strategy, KYP also focuses on creating a pool of certified trainers through the Trainers Online Certification (OnCET) program and increasing awareness and participation through statewide social mobilization campaigns. District Registration cum Counselling Centres (DRCCs) further assist candidates by providing guidance and facilitating enrollment. Since its inception, the Kushal Yuva Program has made significant strides. By July 2017, over 112,000 learners had enrolled, and more than 1,100 training centers were approved. By 2019, the number of approved centers grew to 1,795, with over 729,000 enrolled candidates and 483,000 certified trainees. As of recent updates, the program has seen over 2.56 million learners enrolled and operates through 1,875 approved training centers. KYP is a part of the Bihar government’s broader vision under the “Aarthik Hal, Yuvaon ko Bal” commitment, one of its seven resolves to empower the youth economically.
