President Museveni launched Uganda’s first-ever student loan scheme in 2014 at Kyambogo University to make higher education accessible to the brightest and neediest students. Nine years later, the Higher Education Students’ Financing Board (HESFB) is struggling to implement the scheme amidst endless government commitments to fund the board, forcing the government last year to suspend this exercise. However, the ministry and stakeholders have revised the program and resumed it for this year.
