Refugees displaced by a civil war in South Sudan are returning to the east African country despite lingering security concerns. The UN said over 2 million South Sudanese nationals are seeking refuge in neighboring countries. The government said it lacks funds to finalize security sector reforms according to a 2018 ceasefire deal.
