Why The Anbu Is Such A Useless Organization In Naruto

The Anbu Ninjas are said to be the strongest and most elite in the Naruto Story. So why the Anbu is such a useless organization in Naruto? Most of the time we see Anbu members, or Root Anbu members they appear weak. Take a look at the Obito vs Blood Mist fight, or the Orochimaru vs Hiruzen fight where they just stood there watching. Of course we know powerful characters that were anbu members such as Itachi, Kakashi, Yamato, Danzo, and Sai, but when they howcase their strength they are no longer anbu members. Perhaps one of the only nice moments the Anbu gets is in the Pain Arc during the Anbu vs Animal Path fight where the Anbu members fight against Pain's hound.
