Politicas Públicas - O Que é Isso?

Public policies are sets of programs, actions, and activities developed directly or indirectly by the government. A public policy must ensure citizenship rights for all citizens or specifically for a community, social, cultural, ethnic, or economic segment. The Brazilian Constitution guarantees several rights to every Brazilian that are often not respected. Many of these rights are recognized by the government and society as a whole. It is clear that we must always ensure that our rights are met and respected according to existing public policies. When these do not exist, society must organize itself in some way to establish programs that fully meet these rights. Examples of existing public policies include education and healthcare, with national systems already in place and fully developing. In these areas, it is up to society to monitor and demand that all existing programs are effectively implemented and operational at all levels and territories, from municipal to federal. Of the programs already established, few are truly recognized and validated by public officials in the realm where everything happens. Life happens in the city, in the municipality. And it is the role of public officials in this sphere to recognize and promote public policies. Education, healthcare, cultural activities, senior care, and necessary environmental actions don't happen in the federal government, much less in the state. All of this happens in the municipality, within the cities. So, mayors and municipal secretaries, pay attention! Among the programs already established by public policies are the National Environmental Policy, the National Water Resources Policy, and the National Culture and Tourism System, with plans underway. And what is your municipality doing to meet them? And how can we—poor mortals, Brazilian citizens—contribute to these programs? The first step is to understand each of them. Based on this knowledge, you can hold your municipal officials accountable for the progress and implementation of legislation, as appropriate. Public policies are generally formulated by the Executive or Legislative branches, either jointly or separately. But they don't do anything of their own free will. They NEED to be prompted by demands and proposals from society. Here's how we—mere mortals—can and should collaborate with public policies in every city, in every region of this immense country. It is through the Municipal Councils that this participation takes place and is validated. It is together with and through the Municipal Council that you can propose, collaborate, and work to ensure that public policies are implemented. Public Policy is LAW and must be enforced. And it is the responsibility of every citizen to make a difference through these mechanisms. I'll leave some links to some of the Public Policies currently in effect. Join the Councils in your municipality. If they don't exist, encourage your community to establish what hasn't yet been prepared. This is how SOCIAL CONTROL truly works, not by banging pots and pans.
