Rome, in the heart of the city, in front of Europe's most important monument, there's no enforcement. In fact, there is, but it turns a blind eye to illegality, degradation, and theft. We pay officers to patrol the area, but they do virtually nothing, and the mafia forces immigrants to sell all kinds of illegal items, without paying taxes, without authorization, and often without any guarantees, endangering the health of anyone who encounters these types of sales/scams. Water, bracelets, uncertified gadgets, fake tickets, illegal reservations, and much more, a hopeless souk.
