If the content in Google Sheets is simply a data set, it's best to share it in CSV (or TSV) format. If it's a standard format, it's best to share it as a web page. Note that work in Google Sheets is saved immediately without any additional steps. However, publishing to the web requires a certain amount of time. It seems to take about 5 minutes.
