On Tuesday, people gathered at a makeshift memorial for Johan Sebastián Durán Guerrero, leaving flowers and candles near the site where he was killed. Blood remained visible on the pavement, where a message reading "This is blood" was written on the ground. The Department of Homeland Security said the officer opened fire Monday because the man they were pursuing turned his vehicle into a weapon as he attempted to flee the scene.
