A live poll told the story: 39% of municipalities have basic but fragmented digital systems, 30% are beginning to use data for decision-making, and only 7% are actively using AI across municipal functions. The message from every panelist: AI without a clean data foundation will not move the dial. SPEAKERS Msizi Gwala - Lead: Public Sector Thought Leadership, SAICA Msizi presented South Africa's only national AI Maturity Assessment Framework, developed with GIZ, UWC and the Department of Communications and Technology. The framework measures AI readiness across eight domains with five maturity levels, and can be adapted for the municipal environment. Key message: use it as a diagnostic to inform investment and improvement roadmaps - not as a tick-box exercise. Johnet van Asperen - Divisional Manager, Overstrand Municipality Johnet shared Overstrand's practical AI journey: building a business case for AI-powered plain language translation of municipal bylaws. Rather than adopting technology for its own sake, the municipality identified a specific service problem, defined measurable metrics, and is piloting with staff and ward committees before public rollout. Her message: if you don't try, you will never know. Leanne Botha - District Manager, Business Engineering Leanne offered the behind-the-scenes perspective: AI cannot simplify bylaws unless records are first captured, structured and governed correctly. Records management, workflow systems and version control are the unglamorous but essential foundation that makes AI trustworthy and accountable. Long-term partnerships between municipalities and technology providers are what make innovation sustainable. Abdul M Gabier - Deputy Director: ICT, Cape Winelands District Municipality Abdul gave the most candid account of the session. Cape Winelands has rolled out AI across the organisation - policy generation, HR documentation, data analysis and internal audit have all improved. But time saved has been reinvested into the same tasks. New governance challenges have emerged around output consistency, expectation management and shadow AI. The roles needed for the next phase do not yet exist in the organogram. Moshe Mabanna - Managing Director: Business Consulting Division, Ntiyiso Moshe reframed the conversation: most South African municipalities sit at data maturity levels one or two. AI on a weak data foundation will not deliver results. Work through eight data pillars before investing in AI use cases. Where the foundation is right, AI earns its place fast: Ntiyiso flagged approximately R1.5 billion in prepaid token anomalies at a Joburg utility using an AI model. Kutlwano Chaba - Chief Digital Officer, SALGA Kutlwano brought the sector-wide view. Staff are already using AI informally - shadow AI is a growing governance risk. Over 60% of AI projects globally fail without a proper business case. SALGA is building a multilingual large language model for local government, being trained in isiZulu, Xhosa, Setswana, Sesotho and Sepedi. A dedicated digital transformation grant for local government is needed.
