Full Settlement is a damage mechanic, so if they gave it as a permanent buff, a phenomenon would occur where combinations capable of staggering (characters with high stagger) would be filtered out before Full Settlement. It seems they decided to just lightly add Destruction rather than giving it too much merit. Addendum I omitted the patterns used when dragging the character around.
