What do Mass Casualty Incidents have to do with Gender-Based and Intimate Partner Violence Anyway?
On November 20, 2025, CLEA hosted Dr. Emma Cunliffe for a webinar about the connection between mass casualty incidents and gender-based and intimate partner violence. A description of this event can be found here: From April 18 to 19, 2020, a perpetrator went on a murderous rampage in Nova Scotia, taking the lives of 22 people, one of whom was expecting a child. Three others were injured before the perpetrator was intercepted and killed. The devastating effects of this mass casualty continue to permeate the souls and communities of those impacted, extending far beyond the rural landscape in which the massacre took place. "A significant precursor to the phenomenon of mass casualty is the decision to look the other way, the decision to regard as normal, or as everyday, the common violence that takes place between intimate partners and within families and to ignore the ways in which this violence spills out to affect other people." -- Dr. Emma Cunliffe, LLB, LLM, PhD, Professor at Allard School of Law and Principal of Green College at the University of British Columbia, Research and Policy Director for the Nova Scotia Mass Casualty Commission, "Strong Connections: Gender-Based Violence and Mass Casualties", 2023 Peter Jaffe Lectures on Ending Domestic Violence.
