Local Pixel Streaming Test

Here we'll use the freshly packaged game as well as the Pixel Streaming Infrastructure to run a local Pixel Stream test. This involves starting the Signalling Server, running the application with Pixel Streaming specific launch arguments and connecting to the stream in browser.
