The basic idea of the video is that both Jack and Elizabeth are too stubborn to admit their feelings for each other and neither of them can deal with it; eventually Elizabeth leaves, wishing Jack would stop her. He watches her go, wishing she wouldn't. Basically like the lyrics, 'I'm giving up on you, so why won't you say anything?' or at least that's how I interpreted it.
