In September 1960, in the village of Plokščiai, Soviet military construction workers began rapidly constructing an underground military base, one of the first in the USSR. The shore of nearby Lake Plateliai and the Plokštėnai forests were ideal for the base. The site was located at an altitude of 170 meters above sea level, the soil was easy to dig, and the local population was sparse. The locals were poor farmers who were paid 4,500 rubles to move their farms. From this location, all of Europe could be covered by missiles, capable of reaching Turkey and southern Europe. According to the museum's website, the base was built by ten thousand soldiers, mostly Estonians. The missile silos were dug with shovels, a process that took approximately six to eight months. Simultaneously, a large pit was dug in the center of the four silos for the technological unit. All of these underground structures were waterproofed and backfilled with earth. They were designed so that, under normal conditions, personnel could survive in the silos for 15 days. Construction was completed on December 31, 1962; at 10 a.m.—just before the New Year—the "missile men" began their military duties. The missile launchers were protected by six security systems, including barbed wire, alarms, 1700-volt electrical cables, and so on. The missiles were aimed at various Western countries: Norway, Great Britain, Spain, West Germany, and Turkey. The target countries changed every three to four years. Eight missile warheads were stored in the ammunition depot in Plokštinė. Additional missile carriers were stored in a purpose-built ammunition depot in neighboring Šateikiai. Šateikiai also had eight surface-to-surface missiles, which were deployed a year earlier than those in Plokštinė. These two bases together formed the 79th Missile Regiment, headquartered in Šateikiai. Its first commander was Kalisnichenko. Personnel from the 79th Regiment participated in Operation Anadyr, which involved deploying missiles to Cuba. The missiles were delivered to Sevastopol and loaded onto commercial vessels for transport to Havana. Three more groups of officers and soldiers (320 people) lived in a nearby military camp. The camp included a headquarters, soldiers' barracks, officers' quarters, separate mess halls for officers and soldiers, a medical center, a food warehouse, and a motor pool. The motor pool housed two 25-meter vehicles for lifting and lowering the missiles into the silos, as well as vehicles that pumped air into the silos. There were no incidents with the missiles during their deployment in Plokshtina. They were removed from the base on June 18, 1978.
