The Perimeter (Dead Hand) system is an automated complex for emergency control of the nuclear forces of the USSR and Russia. Created in the USSR at the height of the Cold War, Perimeter played the role of the "last weapon of retaliation", taking on the role of the control center of the nuclear triad in the event of the death of the leadership and command during a decapitation attack. In the event of activation and confirmation of an attack on the country, Perimeter launched its own communication system and transmitted an order for the immediate use of nuclear weapons to all available forces, thereby guaranteeing the inevitability of a retaliatory strike. Given the level of secrecy of the system, the operating schemes of many of its components are still unknown. In particular, the degree of autonomy and automation is controversial. Some experts claim the existence of the Doomsday Machine - a fully automatic complex capable of delivering a nuclear strike on the enemy independently, while others are inclined to a more conservative scenario of a system controlled by its own personnel capable of acting independently of the command. Perimeter is a brother of the similar American system ERCS (Emergency Rocket Communications System), which operates on a similar principle.
