This is New Public Management, and its implications for public sector reform today
Watch Caroline Slocock who was part of the creation of the current New Public Management (NPM) design as a senior civil servant working for the Thatcher and Blair governments. She describes the creation of NPM and the implications for public sector reform today. As we search for better ways of working, Caroline Slocock talks about how New Public Management started and how pervasive it has become. She explains that its original aim was to deliver efficiency and value for money through devices such as competition and targets, and reflects on how NPM has in fact achieved the reverse. Policy makers and public sector managers in so many countries now recognise that their public services are far from perfect. And in the UK some are breaking. This is characterised by poor cross-collaboration, and a ‘revolving door’ for people experiencing complex issues, where they are commonly passed poorly from one service to another. Too often people never get the joined up support they need. This is evident in the rises in demand over the past decade, and increasing costs whilst service provision drops. The impact on the UK National Health Service (NHS) has now reached breaking point. The public sector is in desperate and the NHS 10 year plan offers a way out. This video will help understand how that can happen. Caroline, talking to John Mortimer, who is an expert on redesigning services that are free of NPM, using purpose driven approaches. They discuss better ways to achieve reform to provide truly effective and efficient services using systemic examples. This results in reduced demand, lower costs and better outcomes.
