In the Gyeongbuk region, the Severe Heatwave Warning, newly established this year, was issued for the first time. We will take a closer look at the weather forecast, including the heatwave, with Kim Seung-bae, former spokesperson for the Korea Meteorological Administration. Welcome. We have reported this a few times in our news coverage, but it appears that the midday temperature in Pohang, Gyeongbuk, is rising to 37 degrees Celsius. Along with this, the Korea Meteorological Administration announced a Severe Heatwave Warning. Some of you may find this Severe Heatwave Warning to be a new concept. It was recently established, and this is the first time it has been issued. Could you please explain what it is? ** [Kim Seung-bae] Previously, heatwave advisories were issued when temperatures were expected to exceed 33 degrees Celsius for two or more days, and heatwave warnings when the perceived temperature was expected to exceed 35 degrees Celsius for two or more days. However, as heatwaves have become more severe due to recent climate change, the Korea Meteorological Administration has established a higher-level advisory system. The criteria for the "Severe Heatwave Warning" is a perceived temperature of 38 degrees Celsius or higher, or a temperature measured by a thermometer of 39 degrees Celsius or higher. Other advisories are issued when temperatures are expected to exceed two days; they are not issued if temperatures are expected to exceed just one day. However, the Severe Heatwave Warning is issued even if temperatures are expected to exceed just one day. While previous advisories and warnings were intended to advise caution regarding health management for those with underlying conditions or the elderly, the Severe Heatwave Warning is a strong warning signal telling even healthy people to be especially careful. In other words, it is a strong warning to stop outdoor work and activities such as farming in rice paddies and fields. [Anchor] Heatwave advisories are currently in effect across most of the country, and the discomfort index is high due to the high humidity. I heard that temperatures in some areas are approaching 40 degrees. [Kim Seung-bae] That is correct. There are standard observation stations equipped with well-established observation environments, and automatic weather observation equipment called AWS (Automatic Weather Stations) to collect data immediately. These are facilities where the equipment is installed on rooftops or similar locations. Based on those standards, temperatures exceeding 40 degrees are being recorded. That is why the highest temperature recorded in Korea was 41 degrees. Looking back, before 2018, Daegu held the record for the highest temperature at 40 degrees, but that record was broken in 2018 when Hongcheon recorded 41 degrees, and this is the official record high. In addition, regarding the AWS I mentioned earlier, temperatures of 42 or 43 degrees are recorded because the observation environments are somewhat different. The reason temperatures are so high in the Gyeongsang region is that a southerly wind is blowing. As the air flows over the high mountain ranges in that region, the Foehn effect is amplified. While other areas are certainly hot as well, that specific spot is experiencing the highest temperatures in the country by about 1 to 2 degrees, and today and tomorrow are expected to be the peak of the heatwave. [Anchor] The humidity is also high right now, so the discomfort index is extremely high. Why is the humidity so high? [Kim Seung-bae] The origin of this air is the tropical sea. Air is moving up toward Korea along the edge of the North Pacific High over the hot and humid seas to the south. The meteorological reason Typhoon Babi (Typhoon No. 9) failed to reach Korea after passing through Taiwan is that the North Pacific High was holding firm, preventing it from breaking through. Consequently, it made landfall in inland China. The nature of this high-pressure system, known as the North Pacific High, is that it is a mass of extremely hot and humid air. Because this high-temperature and high-humidity water vapor continues to flow into Korea, the high temperatures and humidity are causing unpleasant, muggy weather to persist.
