Participants discussed the challenge of defining backup duration requirements, the distinction between long-duration energy storage and firm generation, hybrid solutions combining storage with clean generation, and structural barriers such as project financing norms and permitting moratoriums on diesel. The group agreed to add sections addressing problems with existing diesel backup (community pushback, stalled projects, regulatory hurdles), financing constraints, and a possible call to update existing uptime standards, and identified a public long-duration energy storage database as a potential resource.
