In WhatsApp messages presented before the Madlanga Commission of Inquiry, alleged extensive procurement collusion between suspended South African Police Service (SAPS) Crime Intelligence boss, Major General Feroz Khan and Carnilinx tobacco executive, Mohamed “Mo” Sayed emerged. The messages also expose an alleged arrangement to siphon money from an existing R280 million National Treasury IT platform contract, managed by a company named Cyberia.
