In this video, I share an important update from my friend Noel Willcox, director of Elevation Access, who has been locked in a long-running legal battle with Transport for London over Low Emission Zone enforcement, signage, penalty charge notices, and the wider issue of public accountability. According to Noel, in October 2021 a road traffic adjudicator found that the Low Emission Zone signs relied upon by TfL were not authorised and not lawful. Seven penalty charge notices against his company were cancelled, with a combined liability of over £11,000, and Noel says refunds were also directed. But years later, the fight is still ongoing. This raises serious public interest questions: Were the signs changed after the adjudicator’s decision? If not, what lawful authority existed for continued enforcement? Did later signage comply with the relevant authorisations? And if enforcement was unlawful, what happens to those who paid? This is not legal advice, and no allegation is being made beyond what Noel says in his own factual update. But this case matters because ordinary people, sole traders, taxi drivers, van drivers, scaffolders, couriers, and small businesses should not need unlimited money and years of stamina just to challenge a public authority.
