$15 Panoptix Livescope Rotating Mount Build for a Boat

I have a Key West 230 BR Bay Boat and I wanted a solution that fit me for the Panoptix Livescope from Garmin. I have previously set this up on my kayak and used what I learned to upgrade the mount to work on a boat. The $15 price tag does not include the Ram Ball mount part of my build. That part retails for $90 and I used it because I had purchased it for a previous reason and ended not using it at that time. There are many ways to adapt this to work with your boat cheaply.
