Was Warlords of Draenor Really That Bad Of An Expansion?

Warlords of Draenor, one of wows most infamous expansions. Whenever something bad happens in World of Warcraft, generally they use warlords draenor as a measuring stick, to say "sure this new features kind of bad, but it's not as bad as this thing from warlords of draenor". And to an extent it deserves some of that criticism, blizzard themselves even apologized for the expansion.
