Heat water, vinegar, salt, and sugar until dissolved. Cool completely. 2. Grind mustard seeds in small batches (keep below 86°F / 30°C). 3. Mix mustard powder with turmeric. 4. Add liquid and stir into a paste. 5. Cover and refrigerate overnight. 6. Blend to desired texture the next day. 7. Adjust consistency (it will thicken over time). 8.
