Eastern Manasseh - Bashan and Golan Tribe of Gad - Ramoth in Gilead Tribe of Reuben - Bezer The six cities of refuge were located based on regional considerations: three on the east side of the Jordan River and three on the west. The cities of refuge were not simply used as refuge for accidental murderers. Their purpose was to protect the victim so he could receive a fair trial. This prevented the shedding of innocent blood. And, surprisingly, this system of cities of refuge was not just for the Israelites. It was for all residents, including foreigners.
