Russian authorities are preparing a real "passport control" for Russian citizens accessing the internet. Russian Minister of Digital Development Maksut Shadayev stated that the implementation of age identification mechanisms on online platforms is on the immediate agenda. The issue concerns age verification for users on websites and services. Shadayev did not specify how exactly this would work, but he did say that the Ministry of Digital Development is studying Roblox's experience, which uses artificial intelligence to verify age, using facial recognition or a photo of a document. If such a system is implemented, anonymity on the Russian internet will be completely eliminated . After blocking, slowdowns, VPN restrictions, and pressure on platforms, the next step could be accessing the internet through what amounts to a "digital gulag." "A wave of anger is growing in Russia ," writes The New York Times . The government's latest measures—blocking internet access on mobile phones, social media, and messaging apps, as well as 24/7 broadcasts of programs in support of the MAX messenger app on television—are drawing criticism even from those who supported the war against Ukraine. Compounding frustration with the growing costs of the war, these internet restrictions have sparked widespread outrage, and anger is simmering. Restricting access to Telegram appears to have been the final straw for many Russians. Today, even supporters of the war are unhappy . In their posts, they even use the word "grandfather" —a derogatory nickname for Putin, previously used primarily by the opposition. It refers not only to his age but also to his attitude toward modern technology. The Russian president doesn't use a smartphone, instead watching television and reading printed news. Recall, only opponents of the regime were sounding the alarm when the government blocked independent media and platforms such as X, popular mostly among urban freethinkers. Since the start of the full-scale invasion of Ukraine, however, the restrictions have grown much tighter. Now, most international social media platforms with audiences of tens of millions are blocked or slowed down: Facebook and Instagram in 2022, YouTube in 2024 and, most recently, Telegram in 2025. Restricting Telegram seems to have been a bridge too far for many Russians. Telegram, which combines private messaging and news channels, had essentially become the top Russian media app for both services. After the invasion of Ukraine, the audiences of pro-war Telegram channels grew to millions of users, and the channels became a central means of communication for Russian soldiers at the front line. Today, the pro-war audience is not happy. Recently, Vladimir Putin has publicly commented for the first time on the regular internet outages in major Russian cities, hinting that Russians should not expect the situation to improve. Speaking at an online meeting with the Russian government, which was broadcast on Russian television, Putin explained the internet restrictions as operational work "to prevent terrorist attacks" and made it clear that "security will be a priority." "Of course, if this is related to operational work to prevent terrorist attacks—and we know that, unfortunately, we sometimes miss such attacks—and, of course, the priority will always be ensuring the safety of people, our children, our loved ones—every single citizen of Russia," the dictator said, a smirk visible on his face as he said "every single citizen of Russia," and the broadcast camera at that moment stopped showing him in close-up, switching to a wide shot of the rest of the meeting participants. Meanwhile, State Duma deputy Dmitry Gusev, quoted by Russian media, has proposed issuing internet in Russia "by coupons."
