Since the start of the war, torture in Russia has been used not only to extract confessions and punish dissent, but also as a demonstration of aggression. Yet the Russian criminal code contains no specific punishment for this crime. These are the findings of a new study by Special Rapporteur on Russia, Mariana Katsarova, which is being discussed at the UN General Assembly this week. The Special Rapporteur demonstrates that, since the start of the war, torture has been effectively sanctioned by the Kremlin administration.
