US-UK-France RefuseTo Designate BLA InTerror List:Diplomatic Embarrassment for Pakistan&China Reason

In an unexpected move United States, the United Kingdom and France blocked a joint proposal on submitted by Pakistan and China under the UN Security Council’s 1267 sanctions framework. The proposal sought to include BLA and Majeed Brigade in the 1267 Daesh/Al-Qaeda Committee list. Both US and UK have individually outlawed BLA but have strangely applied a technical hold to get the groups declared as terrorist at the UN. Both groups plus TTP have openly been attacking Pakistani and Chinese interests. Is the technical hold a move against China?
