State of Housing in Cyprus Webinar - 26 March 2026 - EU Presidency Edition
As holder of the Presidency of the Council of the European Union in the first half of 2026, Cyprus finds itself at a moment when housing affordability, access to homes, and investment in housing systems are central policy questions for the EU and across Europe. The Cypriot housing system offers a distinctive perspective. Around 70% of households own their homes, about 20% rent, and the social rental sector is almost non-existent. The landscape also includes particular arrangements, such as people living rent-free, and policies developed in response to the island’s historical division. At the same time, the country is challenged by touristification and a stock that has to endure to heatwaves. In this Housing Europe webinar on March 26, our Research Observatory team and policymakers from the Cypriot Ministry of Interior and the Permanent Representation of Cyprus to the EU unpacked how the system works, what has shaped it over time and what challenges are emerging for different types of households seeking housing in attractive cities such as Nicosia, Limassol, and Paphos. Now, when Cyprus is helping steer EU discussions, the conversation explored how national experience can inform the wider European debate and how the Housing Europe Observatory’s comparative expertise across housing systems can contribute to shaping solutions.
