Therefore, large-scale redevelopment projects are underway throughout Tokyo, and new facilities are constantly being built. Logically, you'd think that with a growing population, these facilities would be successful. However, even with excellent locations and significant investment, many facilities struggle to attract the expected number of visitors, and some have seen vacant spaces become noticeable soon after opening.
