The public information dispute hearing at the Central Java Provincial Information Commission (KIP) discussing the request for disclosure of Joko Widodo's (Jokowi) diploma archives was tense. The Chairman of the Central Java KIP Commissioners Council highlighted serious administrative errors and inconsistent responses from the Surakarta City Government's Information and Documentation Management Officer (PPID). The dispute stemmed from a request by a resident named Bonatua Silalahi requesting legalized copies of all diplomas (elementary, junior high, senior high, and undergraduate) and verification reports belonging to Joko Widodo, which were used as registration requirements for the 2005 and 2010 Surakarta City Pilkada. During the hearing, the Chairman of the Council grilled the respondent (the Surakarta PPID) regarding the procedure for signing the objection response letter. The Council found that the letter was signed by the Head of the Communications and Information Agency, whereas according to service standards, the response to the objection should be signed by the PPID's superior, the Regional Secretary (Sekda). "Check the service standards. Is it permissible for the Head of the Agency to sign the response to the objection?" the Panel Chairperson asked firmly. In response to the reprimand, the Surakarta PPID representative admitted their mistake. "We acknowledge there was an error or oversight on our part in processing this response. The PPID's superior or the Regional Secretary should have signed it," the respondent admitted. In addition to administrative issues, the Panel also questioned the inconsistency in the reasons for the information rejection. Initially, the Surakarta PPID refused to provide data, citing "lack of documents" and "lack of authority." However, in their response to the objection, the reasons were expanded to include "excluded information," referring to General Elections Commission (KPU) regulations. The Panel Chairperson considered this confusing because the KPU is not under the authority of the Surakarta City Government PPID.
