That means that the format has a rule set, which is Atlantic; mana burn is real, 1 strip mine and FE is included and the format also has a points list. The points list is a list of cards that have points allocated to them. You can play with these cards, but you can only spend 10 points in total on these cards. For example, a mishra's factory is 1 point, so if you play a full play-set you use up 4 points and you have 6 points left.
