Elena Marković, an OECD population strategy advisor from Serbia, concludes that South Korea's low birth rate is an "irreversible collapse" and writes a pessimistic report. However, she discovers unusual data showing a slowdown in the decline of the professional population in the Sejong, Daejeon, Ulsan, and Suncheon regions, and realizes that the cause is the family-unit settlement of ethnic Koreans from Central Asia and Russia. Visiting Korea in person, she meets the family of Han Sergey from Uzbekistan and hears the story of a rusty key from the time of the forced migration in 1937, realizing that this is not merely a source of labor, but a "return of memory." At an elementary school in Sejong City, she witnesses Daniel, an ethnic Korean child, learning Korean and announcing his dream of becoming a diplomat, and at a local medical center, she sees Marina, an ethnic Korean doctor, building family-like trust with local elders. Seeing people taking the lead rather than the system, Elena begins to question the statistics-centric conclusions she had been writing.
