In 1861, Mexico faced reconstruction after a three-year war between liberals and conservatives. President Benito Juárez enacted the Law of Suspension of Payments in July. This measure triggered pressure from the Tripartite Alliance, comprised of Spain, France, and Great Britain, whose fleets were stationed in the port of Veracruz to pressure the Mexican government to resume payments. With the Preliminary Treaties of La Soledad, signed by Manuel Doblado, representing Mexico, and Juan Prim, representing the foreign alliance, an agreement was reached to negotiate payment, whereupon Spain and Great Britain withdrew from the Mexican coast. However, from Tehuacán, French troops, backed by Mexican conservatives, began their invasion of the country's interior. In Puebla, they were defeated by the army commanded by General Ignacio Zaragoza on May 5, 1862. However, the French managed to advance to the nation's capital a year later, forcing President Juárez to govern the Republic itinerantly. In this context, a group of conservatives sought the support of Napoleon III, Emperor of France, to establish a monarchy in Mexico. The French monarch, eager to impose a government in Mexico that would contain the expansionism of the United States in Latin America, gave his approval for the Austrian Archduke Maximilian of Habsburg, brother of Franz Joseph, Emperor of Austria, to be chosen. A group of Mexican conservatives offered him the leadership of the Second Mexican Empire. Maximilian set several conditions for accepting the conservatives' proposal, including the holding of a referendum to legitimize his rule. In turn, he was pressured by his brother, Franz Joseph, to renounce all his rights of succession to the Austrian crown. In April 1864, the acceptance of the Mexican imperial throne was formalized through the Treaties of Miramar. Two months later, Maximilian of Habsburg and his wife, Charlotte Amalia, Princess of Belgium, arrived at the port of Veracruz. They were received in Mexico City on June 12, thus ending the Regency of the country, headed by Juan Nepomuceno Almonte, and giving way to the Second Mexican Empire, supported by the army of an invading power. Meanwhile, Juárez and his cabinet continued to maintain the republican government from Monterey. With Chapultepec Castle as his residence (which Maximilian called Miravalle, in homage to his Miramar Castle), Maximilian served as emperor for three years, battling clashes with the Catholic hierarchy, disagreements with conservatives, the resistance of liberals, and the indifference of his protector, Napoleon III. On several occasions, Empress Carlota had to act as regent to support her husband's administration. To the surprise of the conservatives who had brought him to power, Maximilian implemented liberal ideas: he ratified the Reform Laws, promoted freedom of worship, established compulsory primary education, fostered spaces for science and culture, limited working hours, and sought the protection of indigenous communities. Conversely, and despite the treasury's insolvency, the emperors squandered the coffers on the acquisition of luxury ornaments, receptions at Chapultepec Castle, the dissemination of their image, and the maintenance of court protocols. In 1866, Napoleon III ordered the withdrawal of his troops from Mexico due to the growing tensions that would lead to the Franco-Prussian War and the resistance of the republican forces, leaving the emperors without support; meanwhile, the liberal cause was steadily regaining territory. Abandoned, Maximilian refused to abdicate and was cornered in the city of Querétaro, where he was finally captured by Mariano Escobedo's troops on May 15, 1867, after a two-month siege. He was executed by firing squad along with Generals Miguel Miramón and Tomás Mejía on June 19 at the Hill of the Bells (Cerro de las Campanas). His death marked the end of the last attempt to impose a monarchy in Mexico and the consolidation of our country's independence. Masiosare is a co-production of Canal Once and Canal 22.
