Two separate amendments to the Higher Education Council's regulations regarding equivalency and transfer processes have been published in the Official Gazette. 📌 With the Regulation Amending the Regulation on the Recognition and Equivalency of Foreign Higher Education Diplomas, a language proficiency certificate will not be required if the language of the program studied is the same as the applicant's native language. Furthermore, a foreign language score will not be required if the language of the field/program is the same as the applicant's native language. 📌 With the Regulation Amending the Regulation on the Principles of Transfer Between Associate and Bachelor's Degree Programs, Double Major, Minor, and Inter-Institutional Credit Transfer in Higher Education Institutions: • The passing score for transfer has been raised from 80 to 90. • Transfer evaluation will be based on all compulsory courses required for graduation. • A language proficiency requirement will be sought for transfers to programs taught in a foreign language. • Students will not be able to apply for transfer to a lower class than their current class. • Application results will be announced in order of score; the number of main and reserve candidates will be equal. • Horizontal transfer from programs abroad that do not require attendance to formal programs in Turkey will not be possible. • Applicants from abroad must prove their presence in the relevant country during their studies with official documents. • Students who register from abroad or transfer horizontally will be subject to the same conditions as other students in double major applications. • For workers whose state duties have ended or who have returned permanently, evaluation outside the quota may be possible under certain conditions. 🔗 Official Gazette: https://www.resmigazete.gov.tr/eskile... YÖK Regulation Amendments: Horizontal Transfer Rules Tightened The Higher Education Council increased the horizontal transfer grade point average threshold from 80 to 90, and a language exam was made mandatory for transfers to institutions that provide education in a foreign language. The transfer path to domestic formal programs for graduates of open and distance education programs abroad has been closed, and applications for transfer to a lower grade level have also been prohibited. The changes were published in the Official Gazette on February 28, 2026, and entered into force. The Council of Higher Education (YÖK) published the regulation change updating the rules for inter-university horizontal transfer, double major, and minor programs in the Official Gazette dated February 28, 2026. The changes entered into force on the date of publication. Grade Point Average Threshold Raised from 80 to 90 The success requirement for horizontal transfer applications has been significantly increased. The grade point average threshold, previously 80, has been raised to 90. This regulation effectively narrows the horizontal transfer path and only grants this opportunity to students who are in the upper tier academically. Language Requirement for Transferring to Institutions Providing Education in a Foreign Language A new clause added to the regulation imposes an additional obligation on students wishing to transfer horizontally to higher education institutions that provide education entirely or partially in a foreign language. These students are now required to either pass the foreign language proficiency exam administered by the relevant university or document a score determined by the institution from a nationally or internationally recognized exam by the Council of Higher Education (YÖK) during the application process. Transferring to a Lower Class is Prohibited A new provision added to the regulation prohibits students from applying for a horizontal transfer to a lower class than their current class. This regulation aims to prevent backward class transfers, which are considered to be an abuse of the system. Application Results Will Now Be Published in Order of Scores A significant change has also been made in the announcement of horizontal transfer application results. From now on, evaluation results will be announced in order of the candidates' scores.
