Cheongju Women's Prison, the largest women's correctional facility in the country, houses 20% more inmates than its capacity, and a single correctional officer is responsible for 17 cells. Over the past six years, the number of drug offenders—who are difficult to manage—has increased 2.1 times, inmates with mental illnesses 1.9 times, and foreign inmates 1.8 times, leading to a constant stream of unexpected incidents such as riots.
